What is Graduated Driver’s Licensing?
Graduated Driver’s Licensing is a staged introduction of
new drivers into the driving environment. Under Graduated Driver’s
Licensing, new drivers earn more driving privileges as they gain
more experience and have shown they are able to handle increased
risk.
There are three stages to Saskatchewan’s Graduated Driver’s
Licensing Program – Learner, Novice 1 and Novice 2. As drivers
pass through these stages, they will see fewer restrictions at each
stage until they graduate to an experienced Class 5 driver’s
licence.

Learner Restrictions – 9 months
- Must be 16 years old or 15 years old and enrolled in high school
driver education
- Passengers limited to number of seatbelts
- Only family members can be passengers between the hours
of midnight and 5 a.m.
- Only the supervising driver, who must be a fully licensed
driver, can be in the front seat with the learner
- Cannot consume any alcohol before driving

| Novice 1 Restrictions –
6 months
- Must be 16 years of age, have completed the required driver
education and passed a road test
- One passenger only (who is not an immediate family member),
and immediate family members as passengers, limited to number
of seatbelts
- Cannot consume any alcohol before driving
- Cannot be a supervising driver for another driver in
the Graduated Licensing Program
- Cannot obtain a commercial driver's licence

12 months
- Passengers limited to number of seatbelts
- Cannot consume any alcohol before driving
- Cannot be a supervising driver for another driver in
the Graduated Licensing Program
- Cannot obtain a commercial driver's licence

If a new driver displays good driving experience with no traffic incidents
or interruptions, they will graduate to an experienced Class 5 licence
in 18 months. Any incidents or interruptions will delay their graduation
to an experienced licence.
Any incidents or interruptions in Novice 2 stage will require
the driver to restart the 12-month incident-free period. Twelve
months incident-free is required to graduate to an experienced Class
5 licence.
