Compliance Review Program
The Compliance Review Program is designed to improve carrier safety performance by providing education and training as well as making
recommendations on proper trucking safety practices, followed by gradually increasing sanctions when necessary.
Each carrier's driving activities are compared with other carriers of the same size. So, for example, if a fleet consists of five vehicles, the fleet's safety performance will be compared to other fleets with five vehicles.
The Carrier Profile system monitors the performance of each carrier. Profiles are based on a point system, with carriers assigned points for each safety infraction on their record. The number of points for a safety infraction depends on its severity. If the total number of points accumulated by a carrier reaches or exceeds a 40 per cent threshold level of the total points allowed for that carrier, the carrier enters into the Compliance Review Program and may be subject to a facility audit.
Each carrier's performance is assessed on each of three safety measures at-fault accidents, convictions and on road inspections. For each measure, threshold levels have been determined based on a maximum value considered safe. When a carrier's performance on any of these three measures exceeds a threshold, remedial action will be triggered. As the carrier's performance approaches the maximum safe value, the remedial actions will become progressively more severe, as described below.

The Compliance Review Officer will review and explain the audit results, summarize its key findings and identify areas of non-compliance. The carrier profile is reviewed to discuss on-road performance and the carrier is issued a safety rating.
After the Compliance Review Meeting a Safety Directive will be issued and sent to the carrier.

What is a Safety Directive?
A Safety Directive is a document that lists certain requirements placed on a carrier in order to come into compliance. A carrier could be required to take training, pass a follow up facility audit, not exceed a certain number of points on the Carrier Profile etc.
What happens if the carrier does not stay in compliance?
If a safety directive is issued then the carrier will be monitored to ensure they are meeting all requirements set out in the safety directive.
If the carrier does not meet all requirements from the Safety Directive the carrier may be required to attend a Show Cause Hearing at the Highway Traffic Board. The results of a Show Cause Hearing could be fines up to $100,000; conditions/restrictions placed on the carrier's operation or the safety rating could be changed to Unsatisfactory.
Monitoring
Safety ratings are monitored and if a carrier's thresholds on the Carrier Profile change after they pass a facility audit then their rating will be changed to reflect their current status.
What is a Carrier Profile Meeting?
A carrier will be required to attend a Carrier Profile Meeting if at any time their Carrier Profile thresholds exceed 85%.
Note: This applies to carriers that have passed a facility audit.
What is the purpose of a Carrier Profile Meeting?
This meeting gives representatives from SGI and the carrier the opportunity to review and discuss the Carrier Profile in detail and determine how the carrier can improve the on road safety performance of their company. If necessary the carrier's safety rating will be downgraded to Conditional and a new Certificate of Safety Fitness will be issued.
After the Carrier Profile Meeting a Safety Directive will be issued and sent to the carrier.
The carrier will be monitored to ensure that they meet all requirements set out in the Safety Directive. Safety Rating Categories
The following is a description of the four Safety Rating Categories in Saskatchewan:
Satisfactory - Unaudited
Assigned to all new commercial motor carriers. This rating does not change until a carrier has been audited.
Satisfactory - Audited
Assigned when a motor carrier has successfully passed a facility audit and all three thresholds are below 85%.
Conditional
Assigned to a motor carrier who has failed a facility audit and/or one or more thresholds are above 85%.
Unsatisfactory
Assigned to a motor carrier when the Highway Traffic Board deems the motor carrier as unfit.
